The ICTQual Level 8 Professional Diploma is primarily intended for experienced Health, Safety and Environmental professionals, safety managers, engineers, environmental professionals, risk specialists and technical personnel seeking senior and strategic HSE responsibilities. It is particularly relevant to professionals working in oil and gas, construction, engineering, energy, manufacturing, petrochemicals, infrastructure, utilities, transportation and other high-risk industries.
Applicants should normally hold a Level 7 Diploma in Occupational Health and Safety, Environmental Management, Engineering or a closely related discipline, or a relevant Master’s degree. Candidates without these academic qualifications may be considered where they have at least eight years of verifiable professional experience in HSE, environmental management, engineering or a related sector. Applicants should also have sufficient English language proficiency to understand learning materials, complete assignments and undertake research activities.
The qualification contains 10 mandatory units and carries 180 credits, 900 Guided Learning Hours (GLH) and 1,800 Total Qualification Time (TQT). The units cover Health and Safety Management Systems, International Health and Safety Laws and Regulations, Environmental Management Systems, Occupational Health and Industrial Hygiene, Ergonomics, Fire Safety Management, Workplace Emergency Management, Professional Development and Communication, Applied Mathematics for Safety Professionals and Capstone Research in Occupational Health and Safety Management.
The ICTQual Level 8 Professional Diploma uses a structured assignment-based and evidence-based assessment model rather than relying solely on traditional examinations. Assessment may include written assignments, professional reports, case-study analysis, HSE risk-management tasks, strategic HSE planning, environmental management analysis, research assignments, scenario-based activities and critical evaluation tasks. Submitted work is assessed against the relevant learning outcomes and assessment criteria, with feedback and Internal Quality Assurance procedures applied as appropriate.
Learners are expected to develop advanced capabilities in critical evaluation, HSE risk analysis, strategic decision-making, professional judgement, independent research and evidence-based problem solving. The programme also develops practical competence in areas such as ISO 45001 and ISO 14001 management systems, hazard identification, risk assessment, incident investigation, occupational exposure assessment, fire safety, emergency management, ergonomics, environmental sustainability and HSE performance improvement.
The qualification may provide professional recognition and progression pathways, subject to the requirements of the relevant professional body. ICTQual AB states that the qualification is approved under the BCSP Qualified Equivalent Program pathway, with an expected QEP listing in October 2026. Eligible learners may then be able to apply for the BCSP Transitional Safety Practitioner designation, subject to applicable BCSP requirements and eligibility dates.
